  • 12 Jun 2013 in National Assembly: That, aware that there is an acute and gross shortage of clinical officers and nurses in hospitals, health centres and dispensaries which, in turn, is severely limiting access by Kenyans to basic health care; deeply concerned that most Kenyans continue losing their lives to curable and easily manageable ailments; further concerned that public resources, especially the CDF, has been used to develop a number of facilities which remain non- operational due to lack of personnel; taking into account the need to meet the constitutional right of every Kenyan citizen to adequate health care, further noting that public resources have been ... view
  • 12 Jun 2013 in National Assembly: Hon. Temporary Deputy Speaker, I would like to donate a minute each to hon. Munuve and the hon. Member over there; a minute to that hon. Member, a minute to that other hon. Member and a minute to hon. Mule. view
  • 12 Jun 2013 in National Assembly: Hon. Temporary Deputy Speaker, I am sorry to my colleagues who may not have contributed to this Motion. Hon. Members have contributed to this Motion for the last three hours and it is not possible for everyone to contribute to it even with the ten minutes I have donated. However, I want to thank every Member of this Parliament who has supported it. The Constitution provides the right to health. I want to make it very clear that the Constitution that we have now does not bar the national Government from employing health officers. In fact, there is nothing like ... view

  • 5 Jun 2013 in National Assembly: On a point of order, hon. Speaker. The trend which is going on in this House must be stopped. The nominees as given to us are Kenyans! They are not Maasai or people from Coast Province. This trend of trying to balkanize and prejudice people in this House must stop. When hon. Nkaissery stood up and said that ole Lenku is a Maasai, because the hon. Member is a Maasai, we are disadvantaging the candidates! Can the Chair make clear this matter before this House? Those who are contributing to this Motion, including the hon. Member on the Floor of ... view
  • 28 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, thank you; I hope that is not sabotage of the Minority. As I rise to second this Motion; I also wish to thank Members of the Committee for the work done. As I second, I wish to bring to the attention of the House a number of issues. One, we were perturbed by the fact that we were being brought a nominee who was just two years shy of retirement age. Someone who is a judge under Section 167 of the Constitution must retire at 70 years; this also applies to the CJ and the ... view
  • 28 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, the issue of the inquiry into the helicopter crash that led to the deaths of Prof. Saitoti and hon. Ojode has not been settled. The death of Dr. Robert Ouko still remains unresolved. So, our question was: How come that every matter that this lady handles remains unresolved? Is there an issue that this House may need to look into, even as we approve the nomination of this lady? It is very important that these matters are brought here, so that this House can consider them as we consider this Committee Report, so that this ... view
  • 22 May 2013 in National Assembly: Hon. Speaker, Sir, I want to start by thanking the Leader of the Majority Party for the information he has given us. To be fair, he has tried but he is mistaken in what he is trying to do because the questions we asked were so specific. I am surprised that he has gone round in circles talking about things that are not relevant. I have a few things to talk about based on what he has given us a few minutes ago, because I sought specific answers. view
