Mr. Deputy Speaker, Sir, I do have a similar problem in my Constituency. Nyakach Water Supply electricity was disconnected three weeks ago. This has happened several times and every time I rush to the Ministry they do pay. For the last three weeks we do not have water. What will the Ministry do to make sure that the services of Nyakach Water Supplies are transferred to KIWASCO just like the one he has just talked about because it is also within Kisumu County?

Mr. Speaker, Sir, the Assistant Minister has said that they do not have funds to construct houses that have been brought down by floods and what they could be having in store is relief food for the flood victims. My people in Nyakach have always moved to safer grounds every year since Independence while this is a problem that can be managed by the Government. Mr. Deputy Speaker, Sir, let me tell you something. There is a rip-off in these markets and that is why the Ministry keeps on going round. Nearly 85 per cent of the markets have not been put up, yet the Treasury has released the money to the Ministry of Local Government. Can you allow the Committee on Local Government and Funds Accounts to investigate the scam which involves these particular markets?
