I hope we can agree that the National Treasury does not gerrymander bureaucratic individual’s feelings that if you build Nyeri, you have built the whole country. If you build Nyeri and do not build Siaya, we are worse off as a people. If you build three referral hospitals in Kiambu in central Kenya alone and do not build any in western Kenya, we all are worse off. view

Temporary Deputy Speaker, I always do not understand because in the last five years alone, we had the Kenyatta University Teaching and Referral Hospital (KUTRRH) built here next-door. Then we had another branch of Kenyatta National Hospital (KNH) built in Othaya, Nyeri. We are now having another one being built in Gatundu, and all of them are within the distance of 100 kilometres. Where I come from in Siaya and Kisumu, we have begged for the upgrading of the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) to a referral hospital, but this has not happened. Almost every year, people in Laikipia have to move because they cannot access pasture. It is a difficult issue. We are dealing with it in the Select Committee on National Cohesion and Equal Opportunity. I also support this amendment very much and hope that the NHIF Board will not provide exemptions from the system that will be established. The bigger issue is not even quality systems, but picking from what Hon. Ichung’wah has said, the bigger issue is establishing a centralised system of billing that will serve every service provider. Currently, there are so many exemptions based on status of hospitals and their location as well as other considerations depending on who-knows-who in which hospital. This issue of cabinet secretary and minister, because the Leader of the Majority Party is here, there are so many laws in this country where every time we sit at the Committee of the whole House, we correct minister to cabinet secretary. There should be a way, in my opinion, through which the Leader of the Majority Party can work with the Office of the Attorney-General and the Legal Directorate in this House to ensure that all the laws, not just this one, are cleaned up. What about where the fund decides to offer its assets as security in a matter they are dealing with? Such things have happened. The NSSF has had that provision in the Act, but we know what has happened to its property. There are times when through corruption, people have gone to court and sold its property.
