  • 27 Jun 2019 in National Assembly: The National Spinal Injury Referral Hospital in Nairobi was set up by the colonialists to treat those who were injured during the war. It sits on 1.4 acres of land and it serves the whole country from Kwale to north eastern Kenya and from Lake Victoria to Nyeri. It has 347 hospital beds only and we are saying that we have invested in health care. The Committee has thought about the things that need to be done there. The Committee is recommending what I may call “things that are out there in the public.” However, there are inner things that ... view
  • 27 Jun 2019 in National Assembly: The number of accidents that happen on our roads every day that lead to people suffering from spinal injuries are many, but we only have one hospital in the whole country. That is why, like I said, you hear people dying from very treatable diseases and injuries because we have refused to invest. Now that we have a devolved system, why can we not have one hospital per region? I am sure Kijabe Hospital does a better job than what our public hospitals do today. It is a small hospital in Kijabe. Everybody who has a spinal injury now goes ... view
  • 27 Jun 2019 in National Assembly: The MTRH has done a good job. People come all the way from Rusinga and North Eastern to the hospital. It was built recently, but it has shown how best we can run our hospitals. If you go there, as a Member of Parliament, they will give you a waiver if you have a patient or a dead person there because they respect the leadership of the country. So, if we want to help our health system to grow, we must build the capacity of these institutions not just by word of mouth, but by the way we appoint their ... view
  • 26 Jun 2019 in National Assembly: Thank you, Hon Speaker. I want to join the Hon. Katoo ole Metito in the Statement he has made. Our relations with our neighbours in East Africa are governed by the EAC Treaty, the protocols thereunder and our Constitution. This treaty provides for a couple of things that must be done by Kenya and their neighbours. We do not operate in a vacuum. I thought that during our induction, as Members of Parliament, we were told what we can do and what we cannot do. I am surprised that the Leader of the Majority Party The electronic version of the ... view
  • 26 Jun 2019 in National Assembly: can be talking about President Magufuli in this House without bringing a proper Motion to discuss him. The issue in question is whether we are allowing foreigners in this country without vetting. Under the EAC Treaty in the Common Market Protocol, there is a right of establishment. A Tanzanian or a Ugandan can come to Kenya and establish a business and vice versa . The failure is ours as a country. Today, it is easier and cheaper to produce an egg in Uganda than in Kenya. It is easier to produce one sack of maize in Tanzania than in Kenya. ... view
  • 26 Jun 2019 in National Assembly: The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 26 Jun 2019 in National Assembly: No! No! No! The truth is that a country must apply its laws. You cannot allow anyone to come into your country. We must apply our laws rightly. Tanzania is right to apply its laws. If we want to be corrupt by allowing criminals to enter through our borders, we cannot blame other countries. So, on this one, I want to state clearly that two wrongs do not make a right. Kenya must walk the right path by doing the right thing. Be it the Chinese, Senegalese, Americans or Indians, the law must be applied equally. Two weeks ago, our ... view
  • 25 Jun 2019 in National Assembly: Thank you very much, Hon. Chairman. The issue before the House is that in the country we only have 3 per cent penetration of insurance holders. The guys who do most selling of insurance products are the intermediaries. They are the ones who have ensured that even the 3 per cent has been reached. I wish the President would have consulted these people and entities and agree with them about the best way to go. This is very major policy shift. It is so huge that it is going to affect even those already covered under insurance. view
  • 25 Jun 2019 in National Assembly: There are things we do in this country that are good for business, but not everyone is doing business. There are things we need to do because they help everybody like the boda boda people we are talking about. No insurance company will go to them. It is the intermediaries who will do that. I wish to acknowledge that, as much as we cannot get the numbers, this is a very wrong proposal from the President. He knows we cannot overrule him, but he is wrong. He should withdraw it. We cannot run the country by the President pretending to ... view
