  • 17 Aug 2016 in National Assembly: tell you who the President’s economic advisors in this country are. How do you ensure that Government projects are implemented in a coordinated manner when no one knows who advises the President on health matters? No one knows who advises the President on serious economic issues. We are now waiting for the President to sign the Bill we passed last week on interest rates. No one knows who advises the President on monetary matters. Under the coalition Government, we knew there was something called the National Economic and Social Council (NESC). We knew the experts working in there. Right now, ... view

  • 17 Aug 2016 in National Assembly: ensure that if we have half a million students in high schools, all of them are fully paid for so that they can remain in school. Finally, the Report that we have been given by Hon. Gumbo and the Committee is a good place to start from. The monies spent only work well for this country if we all hold together as a country, are cohesive, united and give every Kenyan an equal opportunity to work hard if they want to, so as to have a better living in this country. I support this Report. I hope that going forward, ... view
  • 10 Aug 2016 in National Assembly: Thank you very much, Hon. Speaker. I agree with the proposed amendments by the Senate. I agree with the fact that in these Bills, the input of the Senate is important because they are supposed to take care of the interests of what they call “local community”. They are also supposed to look at the interest of the counties. I agree with them when they say that we should expand the definition of “local community” from wards to sub- counties. There are some sub-counties that are homogenous and there could be only one energy resource in the whole area. Expanding ... view
  • 10 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairman, I managed to agree with the Departmental Committee on Energy, Communication and Information but I want to disagree with them on this. We have passed laws in this Assembly where we will couch the terms of the law in broad terms taking into account any change that may happen in these kinds of organisations. When we talk of the Central Organisation of Trade Unions (COTU) we hardly say “COTU”. We say “a body with the largest number of workers”. We have done that before. So, failure to name this institution, I do not think is incurable. ... view

  • 10 Aug 2016 in National Assembly: This is what I wanted to support the Senate on. I request the Committee to accept these Senate amendments. view
  • 10 Aug 2016 in National Assembly: I reject the amendment proposed to the Senate amendments by the Committee. view
  • 10 Aug 2016 in National Assembly: Hon. Temporary Deputy Speaker, I want to thank the Chairman of the Departmental Committee on Energy, Communication and Information for this. Because what we are dealing with is something very small and yet the Bill is something that has waited for so view
