Thank you, Hon. Deputy Speaker. I thank Hon. Chepkong’a for coming up with this Bill. In its entire existence of over 200 years, the US Senate and US House of Representatives have never taken each other to court. Whenever any one of them tries to do so, the courts recuse themselves in all situations. It is a wonder that in the last 12 years, we have seen so much litigation, most of the time originating from the Senate, on matters that could be resolved amongst ourselves without bringing in a third party.

There have also been situations where this House guides the Senate and vice versa, sometimes in words and manners that do not promote amity and comity of working together as the two Houses. That is why I believe this Bill is very important in deciding how best these two Houses are going to work. There have been situations where the Senate thinks it is a superior House. that we have passed but, when it comes to matters concerning these two Houses - their procedures and how they relate - it should be left to the good sense of the two Speakers and now, the good sense of the law that we are going to pass this morning to ensure that the independence of Parliament is sustained. For last 12 years, we have clawed back on the powers and privileges of Parliament that I hope that this Bill is able to return them. I support.
