  • 7 Oct 2015 in National Assembly: cannot make laws for every other segment of the society in this country. That is why I want to request the Members to accept the fact that whereas 70 or 80 per cent of the people who are going to be employed are young people, we are giving room for anybody else including persons with disabilities, the older persons who may still have energy to work, the women and everybody else. This is the spirit within which this Bill should be seen. view
  • 7 Oct 2015 in National Assembly: Hon. Temporary Deputy Speaker, I wish to second the acceptance of what the Mover has said. I want to say this as I second; the amendment made to this Bill this morning recognizes the fact that unemployment in this country is not only a youth problem. It is a cross-cutting problem and, as we sort out the youth unemployment, we also recognize the fact that we need to sort unemployment problem holistically and the fact that the youth also graduate. In the next 30 days, I will cross the bar. I will be moving from my 34th year to 35 ... view

  • 27 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I wanted to say something on the new Clause 52A. That is why my button is on. view
  • 27 Aug 2015 in National Assembly: I request the Chairperson of the Committee to understand that even as we include the PSs of transport, infrastructure and energy, one of the major areas which should be included, and I want to convince him to do so, is water. Water is very important. I know water services are devolved, but functions of water services at policy level are very important. Funding would be very important, going forward. If it is there, I stand guided, but he should include the PS in charge of water services. view
  • 27 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I support this amendment. The PPP is a new thing in this country. You know the way these things work is that when you start something new, you go through processes, you note the things that happen then you change them as you go on. As we speak now, we have just been doing this annuity thing under the Private Public Partnership (PPP). What has come out is, if you do not have these kinds of conditions, the investors could run this country down by taking--- The Government puts money on the PPP. This is a ... view

  • 27 Aug 2015 in National Assembly: Hon. Temporary Deputy Speaker, if the Hon. Member wants to discuss me, he can just move a Motion to discuss me. view
  • 27 Aug 2015 in National Assembly: The point I wanted to make is that the Finance Bill is a very important Bill for this country. If we have ten Members in the House and we are trying to rise on a point of order saying that we want this to be done properly and we are gagged, it does not look good. Hon. Temporary Deputy Speaker, I am happy with the way you have handled the situation and we hope that when the Bill comes for discussion at the right time, we will be able to add our voices. view
  • 26 Aug 2015 in National Assembly: Thank you very much, Hon. Speaker. I rise under Standing Order Nos. 62, 72 and 1. Yesterday afternoon, this House expressed itself on the Constitution of Kenya (Amendment) Bill, 2015 that seeks to move the election date from August to December. I rise to appeal to you based on a ruling you made yesterday on a related Bill. The voting on that Bill went as follows: 216 Members voted in favour of the Bill and 28 Members voted against it. Standing Order No. 62(2) states as follows: “Notwithstanding paragraph (1), whenever a Bill or a special Motion, the passage of ... view
