  • 27 Apr 2016 in National Assembly: I would have supported this amendment if the Senate had requested for more funds to be given to their Committees. If they feel that the amount they have in the Budget is not enough for oversight, then additional funds would be given to the Senate to be spent through Committees. We will add them the same amount of Kshs1 billion, so that the Committees can move around and oversee.   • 19 Apr 2016 in National Assembly: Hon. Temporary Deputy Chairman, this is a question that has arisen from the Leader of the Majority Party. Clause 10 deals with the Board of the Agency. We are adding the Attorney-General after consultation with the stakeholders including the Ministry. We felt that the Attorney-General or his representative should be part of the Board. view
  • 19 Apr 2016 in National Assembly: The second amendment gives the Chief Executive Officer (CEO) an opportunity to be the secretary to the Board. Clause 10(2)(a) gives the qualifications for a person to become a Board member. The Bill says that a Board member must hold a degree from a university recognised in Kenya. It was felt that it is unfair for a Board member to be required to hold a degree. That is why we are amending it. view
  • 19 Apr 2016 in National Assembly: The final amendment is on Clause 10(5)(c). This is a requirement that a Board member should not hold office in a political party. We have so many political parties office holders who are in other boards. We felt that it should be the same in this Board. So, we should not have that condition. view
  • 19 Apr 2016 in National Assembly: Hon. Temporary Deputy Chairman, we considered that proposal. You know that this is a very technical Bill. After a lot of consideration together with all the stakeholders, we felt that we should leave the Bill the way it is in terms of composition of the Board when it comes to appointment by the Cabinet Secretary (CS). So, we oppose that amendment. view
