Mr. Speaker, Sir, I thank the Assistant Minister for that answer, although the answer he has given me is much longer than what he has answered. But I support that because we want to save time. The Assistant Minister has said that the impact of economic growth normally takes a long time--- From 2003 to 2007, the economy has grown gradually every year. But the poverty level has not reduced commensurate with the economic growth. How long does it take normally for that kind of poverty reduction to be felt?

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he could give the names of the persons who raided the premises of the Kenya Television Network (KTN) in March, 2006 and explain the motives of the raid; (b) how many persons have so far been arrested and prosecuted in connection with the raid; and, (c) whether he could further explain why the Standard Group and the owners of KTN have not been compensated to date and indicate when this will be done.

Mr. Speaker, Sir, I believe that before the tarmacking of this road was started, design works were done on the 70-kilometre road. What is the total projected cost of upgrading the whole of this road to bitumen standard? How much money does he anticipate or project to put in the 2009/2010 Budget?

Mr. Speaker, Sir, before I even ask the next question, the Assistant Minister has said that he is going to factor this amount into the 2009/2010 Budget to complete this road. At the same time, he has said that this road is expected to be completed by early next year. How is that possible when he will not have factored the amount into the next financial year's Budget? That is based on what he has said. Mr. Speaker, Sir, why did he start tarmacking this road from the middle rather than from the end? Why did he start tarmacking it ...

asked the Minister for Roads:- (a) what plans he has made to repair the Mumias-Bungoma Road, which is badly worn out, especially the section between Mayoni and Harambee Shopping Centre, (b) whether he is further aware that there are no speed bumps at Harambee Market, posing serious threat to pedestrians and other road users; and, (c) what plans he has to re-carpet the road and erect speed bumps at Harambee Market.
