Madam Temporary Deputy Speaker, the Assistant Minister has said that he has October 29, 2008 PARLIAMENTARY DEBATES 3069 included the road for routine maintenance works in the Financial Year, 2008/2009. How much money has been allocated for that purpose and when will the work begin?

Madam Temporary Deputy Speaker, I asked this Question in June. It is now four months down the line and the Assistant Minister is telling us that he is studying the volume of traffic. Four months have elapsed since the Question was asked. How long does he need to study the volume of traffic on that road to enable him know how much he should spend on it and whether he should put speed bumps on it?

On a point of order, Madam Temporary Deputy Speaker. Is the Assistant Minister in order to say that he requires one year when I expect the Ministry to have statistics on the use of the road? They should be having the statistics! Why does he need another year to study the situation while people are dying on that road?

On a point of order, Madam Temporary Deputy Speaker. A precedent was set in the last Parliament, where when the Ministers were not available to answer Questions, the Leader of Government Business would answer them here. Why can the current Leader of Government Business not do the same?

Mr. Speaker, Sir, the Assistant Minister has indicated that Kshs1.1 million has been set aside for Kima-Emusustwi Road and Kshs8 million for Majengo-Luanda Road respectively. These are tarmac roads. Madam Temporary Deputy Speaker, this injury occurred in 1996. When an employee is injured at his workplace, the procedure is that the employer should fill Form LD104. Then a doctor fills in part "b" to ascertain the extent of the injury. This is a procedure that takes less than a month. Has the Assistant Minister tried to find out why this has taken the period from 1996 to 2008 for the employee to be compensated? This could have been done within a month!

On a point of order, Madam Temporary Deputy Speaker. The Assistant Minister is misleading the House! In normal circumstances, the employer is supposed to pay the claim first and then seek compensation from an underwriter. So, the issue of the insurance company going under is not a reason for the claim not to have been paid.

Mr. Deputy Speaker, Sir, I asked this Question at the end of May and it has taken five and half months to be answered, yet from the answer it looks like it was a very easy Question to answer. I asked this Question because of my worry for the sugar-cane farmers. When I got the information that the SDF was being increased from Kshs3.2 billion to Kshs4 billion, I realised that, that was a 25 per cent increase. Right now sugarcane farmers are really suffering! Mr. Deputy Speaker, Sir, he has not really answered the question satisfactorily! The question I asked was in terms of figures and not percentages. What I wanted to know is how much profit do you expect? Out of that profit, how much will be apportioned to "Kilimo Biashara" and how much will be retained at the Kenya Sugar Board for use by farmers in the sugar growing areas?
