  • 19 Mar 2015 in National Assembly: I want to say it is a good registration and I am proud of it. It is good for our women, wives, daughters and that is the direction we should take as a House as we go forward. I also congratulate the Committee. Thank you very much. view
  • 5 Mar 2015 in National Assembly: Thank you, hon. Speaker. I want to register my support on this Bill. If you do a brief description of some of the groups, say, the youth, you realize that a Kenyan youth is a person who has no capacity in terms of capital and has no experience. The youths need help to be lifted. One other reason why I would want to support this Bill is that it gives opportunities to women, the disabled and other marginalised groups. Looking at the Government procurement, you realise that the biggest buyer in this economy is the Government of Kenya. So, having ... view
  • 5 Mar 2015 in National Assembly: move a step further and ensure that some of these road blocks that block our youth, women and persons with disabilities to participate in the national activity are removed. If, for example, I was to give priority to business in Dagoretti South, one of the biggest problems that we will face is that of the demand that they produce bid bonds. I do not know if they will be able to do that. Most of them, even after they have got the contracts in a Government institution, again, it would be a requirement in law that they should be able ... view
  • 5 Mar 2015 in National Assembly: I do not know if someone will be looking for this requirement or for ways to perform and deliver on the contractual obligation of that opportunity that has been accorded to them. I want to support this Bill. However, we need to go further, so that we can empower our young people out there. The only surest way of securing ourselves and this country going forward is to empower our youth and come up with very deliberate interventions that are going to lift them up from their levels of poverty. view
  • 5 Mar 2015 in National Assembly: Thank you, hon. Deputy Speaker. I rise to second the Bill. Having considered all the factors in this Bill, we felt that it is against the spirit of devolution. We are now in a new constitutional dispensation and, therefore, we cannot change fundamentally what the Constitution has given to our counties and the county assemblies. The Constitution seeks to ensure that decisions for counties are made at the lowest level possible. In that spirit, we felt it was not wise to define and specify exactly where the county headquarters should be located. Having also looked at the counties which are ... view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. As I second this Motion, I want to say that life is important. Every Kenyan’s life is important and valuable. I will be compelling my brother that we expand this list from three names to probably include our brother, hon. Muchai, so that we can understand under what circumstances he lost his life. I want to state that Fidel Odinga was my personal friend. At 42, it was very sad for a gentleman at his prime age with a child of less than two years to have lost his life. I want to state ... view
  • 25 Feb 2015 in National Assembly: So that we can be able to remove speculation and depoliticize this exercise. I urge hon. Members that once we sit, we can look at the mandate of the Committee. With those few remarks, I beg to second. view
  • 11 Dec 2014 in National Assembly: Thank you, hon. Speaker. I want to state from the outset that I fully support this Bill. From the outset I want to say that today Kenyans will have an opportunity to see who are the holders of the franchise of Al Shabaab ; the holders of the franchise of Al Qaeda in this country; those who are not willing to put this country in order are actually betraying what we stand for. We want to say, one, we cannot have, in a disciplined force, an Inspector-General who cannot hire and fire. You cannot have an Inspector-General who underperforms but ... view
  • 3 Dec 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I will take a very short time. This is a very great Bill and I fully support it. Innovation precedes regulation. We are seeing that our colleague is innovative enough. The issue in this country is: How do we mobilise resources for economic development, promote a saving culture and reduce the cost of money? The issue at hand is that there are some 45 or so banks which The electronic version of the Official Hansard Report is for information purposesonly. • 3 Dec 2014 in National Assembly: have been taking deposits from our own money at 2 per cent - I will be allowed to call them brokers – and lend the same money to the same people at an interest of 19 per cent, and to the Government at an interest rate of 12 to 15 per cent. I have a lot of difficulties visualizing the Central Bank of Kenya (CBK) borrowing money on behalf of our Government. I find it criminal to pay interest in the region of 12 to 15 per cent of money which they could have otherwise gotten at an interest rate ... view
