For avoidance of doubt, the citizens went and lynched the people who were suspected to have been involved in the murder. As a Member of Parliament, I am also getting tired of the police. If we are not going get a substantive answer to these questions, I will allow the citizens to do what they are saying, that is, showing those suspects the short-cut to hell. Thank you, Hon. Speaker.

What I was saying is that this House is supposed to protect the interests of the Kenyan people and not the interest of Government. I say so because we as a people represent Kenyans. So, we must craft this law in a clear manner that will assist the Auditor-General to pick up if we have elements of misappropriation of funds. This will help us avoid a situation where a government handpicks a contractor and money is siphoned from the Government simply because it is a project that is being undertaken by a private entity. I just want to thank the proposer of the Bill. This is a Bill whose time has come. It intends to attract more private partners coming in to partner with Government. Where there is no framework, entities will shy away from partnering with Government on a number of projects. Hon.
