Thank you, Hon. Speaker. I just need your guidance. I am a bit worried because Hon. Babu Owino is not wearing a mask and he is sitting next to Hon. Godfrey Osotsi and Hon. Lilian Gogo, whom I have businesses to transact with next week and I do not want her to die. He can die if he becomes reckless. He should put on his mask. He was seen from the University of Nairobi yesterday and he could be a carrier of the virus.

Thank you, Hon. Speaker. I want to support the Petition raised by Hon. Malulu Injendi. Many Kenyans are suffering because of lack of action from the Office of the Attorney-General. It is high time that this Committee looks into this matter to ensure that the Office of the Attorney-General serves Kenyans. They should also hasten their action so that Kenyans do not continue to wait in vain. I support the Petition.

Hon. Temporary Deputy Chairman, thank you for giving me this opportunity. It is clear from the Members of the Departmental Committee on Agriculture and Livestock that they are seeing this amendment for the first time. It has not even gone through public participation. This House cannot be a party or rubber stamp an illegality. The Constitution is very clear on public participation. So, the House should throw out this amendment. If it is a good amendment that would bring benefits to this country, but let the proper channels be explored. We cannot rubber stamp an illegality.

Thank you, Hon. Speaker. This is a very important matter and this House cannot be held hostage because the Chair and the Vice-Chair are not here. You need to issue direction. Wherever they are, they should be communicated to. We need to take action so that we can arrest this situation before it gets out of hand. It does not matter whether the Chair is available or not, he will get communication from the Chair and we will move forward. I thank you.

Thank you, Hon. Temporary Deputy Speaker. The law of succession is important. We have seen cases where when a man dies, there is a lot of intermeddling with the property. The law of succession must give a clear framework on what should happen to the property of the deceased. This amendment seeks to harmonise the Marriage Act that was passed in this House which recognises the five systems of marriage, namely; Civil, Christian, Hindu, customary and Islamic. While we support men inheriting their spouses’ property, we need to take note of men who have become animals. They marry ailing widows for the purpose of only taking over their property. There was a judgement in Eldoret in which the court warned widows against one particular person who had made it a tradition of marrying widows to fleece them of their hard-earned property.
