  • 23 Sep 2021 in National Assembly: of power. We have somebody sitting in Nairobi making decisions on behalf of the people of Marsabit and we also have the Governor on the ground. That has caused paralysis in terms of decision-making and also making the Governor unable to move forward to address issues of insecurity. Over the last three days, four people have been killed. They are Mr. Matta Waqo, who was the Chairman of the Peace and Reconciliation Committee in Marsabit; Mzee Issac Golo, a businessman who was gunned down in Marsabit Town; and, two other young men who were killed just around Marsabit Town. I rise to support this Bill, which I consider to be a fundamental Bill considering the time and space in which we live today. Most of the financial transactions have gone digital. Those who were born at the analogue age, where you would go to the bank with a booklet and a cheque have been overtaken by time.   • 19 Aug 2021 in National Assembly: The laws of a country must be progressive to stay with or ahead of time. With this Bill, digital transaction is the new frontier. Many years ago, we only saw this with the Nairobi Stock Exchange. The International Stock Exchange and the Nairobi Stock Exchange are the only places where digital transactions were taking place.
