  • 7 Oct 2021 in National Assembly: When we looked at the recommendations in the Report, they were not comprehensive. In the observations, the causes of the conflict were adequately covered, particularly in the area of boundaries, land and politics. The Report stated that one of the areas of concern that contributes to fighting in Marsabit is politics, but the recommendations stated nothing at all. That is why I have included those additional recommendations. view
  • 7 Oct 2021 in National Assembly: We talked about the National Police Reserve (NPR). The NPR have been the bastion of protection of our communities, particularly of the pastoral communities who move around. When you take them away yet you do not have enough police forces, you make the communities vulnerable. That is why we are saying that if you cannot deploy adequate forces, give us the NPR where there are gaps. view
  • 7 Oct 2021 in National Assembly: In the spirit of carrying everyone along, I persuade my colleagues to approve the amendments. I am fully convinced that we should not allow the Report to go the way it is. It is skewed, biased, inefficient and lacks the substance that would eventually address the problems of Marsabit. If we carry along those amendments without bias, they will help the House and the country in terms of taming the problem of perennial insecurity in Marsabit. view

I rise to support this Report of the Ratification of the Agreement Amending the Air Transport Agreement between Kenya and the United States of America. I think the committee chair attempted to explain how this protocol serve the interest of Kenyans. Secondly, the Chair explained how ratification of this protocol will bring about opportunities, businesses, jobs, and also creation of a wider remit in the Kenyan aviation industry. He has spoken exhaustively about the two Protocols, which are very important. It is written in our Constitution that any international law that Kenya ratifies forms part of our domestic laws. In this case, older persons and PWDs are two important categories of people found in Kenya in large numbers. These Protocols are about enjoyment of human and people’s rights.   • 6 Oct 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I think he is just excited about something. The 91st UN principle of independence and dignity has already been included in the UN statute and recognises these two categories of people. In Kenya, Article 10(1)(b) of the Constitution and the Disability Act (No.14 of 2003) recognise the rights of these two categories of people. With those remarks, I beg to second and ask Members to support the ratification of these two Protocols. view
  • 28 Sep 2021 in National Assembly: Thank you, Hon. Chairman. I oppose that amendment because it increases the bureaucracy in this system. What is there has already been covered in law. Like Hon. Kangogo has said, there is enough infrastructure to look at who the vulnerable are and who in the society is needy. view
