Thank you, Hon. Chairman. I beg to move: THAT, Clause 37 of the Bill be amended in subclause (1) by deleting the words “by the Cabinet Secretary, on recommendation” appearing immediately after the word “appointed”. This is because the appointing authority in this case, is the council as opposed to the Cabinet Secretary. This is in line with Mwongozo Code of Governance as practised in our country.

Thank you very much, Hon. Deputy Speaker. I support this Petition on about three grounds. One, these animal sanctuaries, whether they are national parks or national reserves, belong to the people of Kenya. As such, the constituents or the people who border the parks and national reserves must co-own the facility with the Government of Kenya. Secondly, the Kenya Wildlife Service appears to be so concerned about the animals and their welfare in total disregard of the wellbeing of the communities that live around the sanctuaries. Thank you, Hon. Speaker. I also wish to thank the Chairman. I do not want to shoot the messenger, but what is clearly coming out is the failure of our security systems and paralysis of Government. We are being told that politicians have militias and yet nothing is being done. Hon. Speaker, I thank you for your immediate ruling that we need to debate the petition that I presented on the Floor of the House. During that debate, many issues will come out. Thank you, Hon. Speaker. I support the Petition. Initially, Galana Kulalu was set aside for agriculture. It is also the most productive land in Garsen Constituency. However, over the years, nothing has happened on that land. The land is left fallow and the community does not use it. It is high time the land reverts back to the community. I believe the Member is saying that it should be de-gazetted. Indeed, that should have been done a long time ago when the land became unusable for agriculture.
