I have listened to the Chairman of the Budget and Appropriations Committee. I am also a Member of that Committee. They have told us clearly that this Supplementary Budget is out of place. At the same time, they have told us to support it. We cannot speak from both sides of the mouth. view
  • 29 Jun 2021 in National Assembly: Supplementary Budget is important. It is within our standing Orders and the Constitution. What is the purpose of this particular second Supplementary Budget? Is it about Covid-19 or economic stimulus? What is it about? This House can blame the Executive for what we can respond in the appropriate manner. If the Budget and Appropriations Committee was not satisfied with the second Supplementary Budget, they would have said that they do not recommend it.   • 29 Jun 2021 in National Assembly: When the Executive crosses the red line, this House has the legislative mandate to oppose their proposal. The purpose of a Supplementary Budget is in the realm of emergency. That is something that cannot wait because the Budget process takes a long time. Money will be available to the ministries and Parliament in September. That is why the issue of this Supplementary Budget has come about. However, we are not getting those answers. view
  • 29 Jun 2021 in National Assembly: Secondly, supplementary appropriation arbitrates the Budget process. It is an easy means of the Executive to get hard cash. As far as Article 223 of the Constitution is concerned, this is money that has already been spent. Who spent it? So, why ask us? Clearly it is said that they bring the Supplementary Estimates as soon as the House comes into Session – ten days! But, we are finishing the Session and getting a Supplementary Budget. Hon. Speaker, I do not want to be the odd one out. I support it. view

The Chairs have had the priority during this Morning Sitting, but we, the Members, have come early to contribute to the same. I wish to seek your indulgence that we can have two chairpersons of committees speak followed by one Member, so that we do not sit here in vain. In that case, we should follow the advice of the Member for Aldai, and walk out. Thank you. view
  • 6 May 2021 in National Assembly: Hon. Speaker, many of us have been sitting here long hours waiting to contribute. There is something that is going on in this House which is not acceptable. If anybody wants to manipulate the legislative process in this country, I think they should not do that under your watch. We should have our views on the BBI. It is about Kenya. It is not about individuals. It is not about us politicians. The names of some of us were appearing first on the list only to disappear or to be logged out. view

  • 6 May 2021 in National Assembly: Hon. Speaker, Kenya Constitution 2010 was ground breaking. Not only did Kenya celebrate about it but also the world. When I look at the way the Constitution of Kenya (Amendment) Bill, 2020, was canvassed, they attempted to push it. We, as Kenyans, must ask ourselves the reason. I know that many of us in this august House do not walk on the streets. When you do it, you will see that businesses have closed. People have lost jobs. People are asking for vaccines.   • 6 May 2021 in National Assembly: A Member talked about the National Police Service. I was a soldier in the Kenya Defence Forces (KDF). It has a political Defence Council, although the leadership of the military sits there. It gives the Generals assertive policing and command of the forces. We do not have such a facility in the police service. We give all the responsibilities to the Inspector-General. We might be clawing back on the roles of the National Police Service. There are certain things that we must deeply reflect on, whether they are good for our country. view
