  • 6 May 2021 in National Assembly: Finally, there is a clause in this Bill that says that the Cabinet Minister for the National Treasury can stop money from going to the counties. If that is made into law, you must show us why it is in the Bill. Parliament has that responsibility. No one should take it away from this august House. It is not something to take lightly as representatives of the people in this House. If a particular form of tax collection is adopted, it must apply across the board. Why do we have that infrastructure across this country? We are not prepared to pass the Appropriation Bill, if there is no NG-CDF. There is no ambiguity and your Solomonic advice to the House is good for the time being. I rise to comment on what I consider to be one of the most important agreements that Kenya is likely to sign in very many years. I thank the Committee for moving this Report. I like the English of Hon. Jared Okelo, but listening to those who are moving this Report, I almost think they have not had serious contact with it. view
