Thank you, Hon. Temporary Deputy Chairman. If I get Hon. Millie Odhiambo correctly, we are being misled in this House. If we are going to delete Section 9(1) and introduce Section 9A on integrated information systems, Millie is telling us to delete 9A which is the new amendment. For that reason, the House should not be misled on what is the import of what is happening in this Act. That is what she says should be deleted.

Thank you very much, Hon. Temporary Deputy Chairman. I support the proposal by the Chair. As Hon. Members have already alluded, the fact that you buy a vehicle does not mean that you transfer it to your name immediately or the following day. For that reason, curtailing people from driving the vehicle on the road because they do not have a valid insurance, it is valid. We should not allow this to slip through our hands.

Thank you, Hon. Chairman. I rise to support that amendment. Many of the principals of different KMTC campus are currently PhD holders. So, when we say that the CEO of KMTC should be a master’s degree holder, we are saying that the holder of that office should be a highly qualified Kenyan. Also, the many years of experience are required in this particular case. I beg to support that amendment.

Hon. Chairman, I am supporting, but I saw something that says, “university recognised by the board”. We are making laws for this country. While it might appear small, throughout, it is a university recognised in Kenya by a board. Which is this university that can only be recognised by the board?

Thank you very much, Hon. Temporary Deputy Chairman. I am also in support of what Hon. Wamunyinyi is saying. This Bill was passed by this House in the last Parliament unanimously. So, if there is no gravitas why it should be expunged, then let us retain it. Thank you, Hon. Temporary Deputy Chairman.

Thank you, Hon. Temporary Deputy Chairman. I want to support the amendment. The laws that we make are not for the elites but for the commoners. When we are prescriptive in the laws that we pass, we make a big mistake. I think the medical practitioners live in strata. It is known what surgeons, clinical officers and nurses do. For us to sit here and try to prescribe is a big mistake. When we say a clinical officer should do this but should not do invasive, basically we are saying they do everything but not surgery. What is really important about this visit if for us to evaluate whether the missions we have out there serve Kenya’s national interests. Is the Kenyan taxpayers’ money in those missions getting value? Thirdly, in terms of representation, both diplomatic and otherwise, are they fit for the purpose? Hon. Temporary Deputy Speaker. Geneva is a multilateral mission where big organisations such as the World Trade Organisation (WTO), the United Nations Conference on Trade and Development (UNCTAD), the United Nations Industrial Development Organisation (UNIDO) and the International Telecommunications Union (ITU), among many others are based, where the Kenyan staff represent us in those organisations in different forums, workshops, meetings and also chairing and attending plenary sessions.
