Thank you, Mr. Deputy Speaker, Sir. I thank the Cabinet Secretary for a comprehensive response to the queries raised. Now, I want to comment on Isiolo, where we have 146 schools and there is only one with a title. You have explained what reservation is. I want to know whether the processing of the titles is done by the schools or it is the Government directly that initiates the process? Mr. Deputy Speaker, Sir, if you can allow me a rider to that. What is the Government doing about encroachment on most of the Government schools by private individuals?

Mr. Temporary Speaker, Sir, I stand to support this particular Bill. We should not politicise everything in this country. It appears we politicise everything when some of the issues are important to Kenyans. I like the way the Government has moved with speed to formalise the housing issue. I have been to many Government institutions. A good example is Langata Women’s Prison. When I went there, officers at Langata Women’s Prisons were living in a tent. I do not know the situation right now. You could get officers sharing space. It was common to get two or three families living ...

In my county, I have even seen people sell their land that has been idle for a long time to the Government for the purposes of this housing programme. That is an earning for Kenyans, which they can use to even start business. Where I come from, especially in Isiolo, you will see so many youths sitting outside hardware shops. With this housing scheme, they will be able to get employment that they do not have now. Number two, the hardware shops that are run by so many Kenyans today without sales, will be able to sell their goods if ...

Thank you, Mr. Speaker, Sir. I will make my contribution to this Motion on the declaration of cattle rustling and banditry as a national disaster and the establishment of special funds for victims. I support this Motion because it is long overdue and because of the menace we have in the country as a result of cattle rustling which has changed from the previous thinking that it was a cultural behaviour among certain pastoral communities. The cattle rustling issues affect many parts of this country. I appreciate the efforts by the current Cabinet Secretary for Interior and Administration of National ...

I believe this is a very serious matter. The issue of pastoralism is a way of life and livelihood for so many people. Unfortunately, in our country, we feel that there is no serious effort put into place to make sure the issue of cattle rustling is dealt with.
