Senator Dullo is the current Deputy Majority Leader of the Senate. She is the first elected woman Senator for Isiolo County. At 22 years she made history by serving as the first female District Officer from the Borana Community.

Mr. Speaker, Sir, as you are aware, the earlier decision to allow students with lower grades to join teachers training colleges was meant to improve the teacher-student ratio especially in hardship areas, which has worsened in the recent years. However, the recent move by the Ministry of Education has created confusion among thousands of affected students and parents.

In the Statement, the Committee should- (1) explain what informed the Ministry of Education to change its earlier decision a year later after students had been enrolled at the colleges; (2) explain the fate of 3,265 students now that they have been forced out of teachers training colleges; and, (3) explain what plans the Ministry of Education is making to compensate the students as most of them had already paid fees for the course.

Mr. Deputy Speaker, Sir, from the outset, I wish to support this particular Bill but with amendments that were proposed by the Committee. I do not see why we are even sitting in this House yet the provisions of Article 96 are very clear in terms of protecting the interests of the county governments. The National Assembly has gone against that and reduced the budget allocation to the county governments.

For example, if we go by this proposed formula, Isiolo County will lose Kshs362 million. That is a lot of money. That is why I am wondering whether we are really doing what we are required to do or whether we are just being used to rubberstamp. What recourse does this House has or are we just debating here for the sake of it?
