  • 19 Jun 2019 in Senate: Mr. Speaker, Sir, with all due respect to Members, we have a standard practice in this House and the procedures must be followed. If our brother from Taita-Taveta County is not satisfied with the answers given, there are laid down procedures in our Standing Orders. He can also approach the Committee and tell the Members that he is not satisfied with the answers and ask them to follow up on his behalf. It is wrong to prosecute the same Petition again on the Floor of the House. view
  • 11 Jun 2019 in Senate: Thank you, Mr. Speaker, Sir. I wish to appreciate your directive. I know I am one of those notorious Members who normally brings last minute statements to your office or maybe even in the Chamber for you to approve. This is simply because of the emergencies that we sometimes get in our counties especially on matters touching on security. It is normally very important that we give it the urgent attention it requires. view
  • 11 Jun 2019 in Senate: I remember in the last Senate, we used to rely so much on the Order Paper. In instances where we did not have some matters on the Order Paper, statements used to rescue the situation; which has worked so well. I also appreciate the amendment to the Standing Orders. My concern is on the current procedures that are used by the chairpersons of committees in responding to statements. These statements also give a bit of profile to the relevant Senators especially when they address matters concerning their counties. When these matters take too long for the chairs to respond to, ... view
  • 11 Jun 2019 in Senate: Mr. Speaker, Sir, as you have said, you have a discretion to look at a statement and determine whether it is urgent or not so that you can give direction on it. It is a learning process where we can adjust here and there so that it can help both the Members who are bringing the statements, the people we represent and also for the benefit of the Secretariat, so that they can do their work smoothly. view

  • 23 May 2019 in Senate: Thank you, Mr. Speaker, Sir. I thank The Senate Majority Leader, the Senator for Elgeyo-Marakwet County for seeking that Statement. view
  • 23 May 2019 in Senate: We had a long history before issuing NPR firearms for the people living within pastoral communities. That history still exists. For us who come from pastoral areas, especially where cattle rustling is happening, NPRs have been a solution to our problems. Secondly, the security structure on the ground was unable to handle insecurity and cattle rustling. Clearly, that position still stands. Mr. Speaker, Sir, even after NPR was put in place, the current Governor for West Pokot County came up with very good legislation to govern the issues of NPR and this House was involved. We gave out input in ... view
  • 23 May 2019 in Senate: Thank you, Mr. Temporary Speaker, Sir. Subject to further directions by SBC, the Senate will consider Bills due for Second Reading and Committees of the Whole on Tuesday, 28th May, 2019. The Senate will also continue with the consideration of Business that will not be concluded in today‟s Order Paper. On Wednesday, 29th May, 2019 and Thursday, 30th ... view
  • 23 May 2019 in Senate: the Warehouse Receipts System Bill, which is being prepared for assent by His Excellency the President. You may note that we now have 20 Bills pending at the Committee of the Whole. Your patience and indulgence will be required as the House navigates the Bills at this stage. I, therefore, appeal to the Committees to take the appropriate measures to file any amendments they have to respective Bills, and table reports on them to facilitate the House to enrich debate at the Second Reading stage. I hereby, lay the Statement on the Table of the House. Thank you. view
