Senator Dullo is the current Deputy Majority Leader of the Senate. She is the first elected woman Senator for Isiolo County. At 22 years she made history by serving as the first female District Officer from the Borana Community.

I believe most of these disasters are man-made, especially the one for Gikomba. Pursuant to Standing Order No. 46(2)(a), I rise to make a Statement on the prevailing insecurity situation in Isiolo County and to state that- (1) The County has been affected by inter-communal disputes and violence over boundaries, land and grazing rights and cattle rustling has been a major feature of that violence.

Mr. Speaker, Sir, I am not challenging your ruling. However, with all due respect, what Sen. (Dr.) Kabaka needed to substantiate on is association of the President with one, Mr. Rai as a business partner. That was the substantiation and the rule that you made yesterday. According to Standing Order 90, in all fairness, he has to substantiate.
