  • 13 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. I want to react to the statement that has been issued. In as much as I agree it is the statement from the relevant Ministry, but we have a problem with the implementation and enforcement of the said legislations. The response given is not true because the governors are carrying out recruitment without ensuring gender balance. That is why many people are going to court to enforce it. Let the Government tell us what it is doing in terms of ensuring that the counties have strictly followed the Constitution and enacted the relevant legislations to ... view
  • 13 Mar 2018 in Senate: On a point of order, Mr. Speaker, Sir. I wanted to raise the concern by Sen. Mwaruma. When they are doing a letter requesting for a statement, a copy of the HANSARD is normally availed to them. I hope that practice is being kept. view
  • 13 Mar 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I wish to support this Bill. Sen. Wamatangi and Sen. Murkomen need to agree on certain overlapping aspects in this Bill and also in the County Governments (Amendment) Bill, 2017, that was brought to this House by the Senate Majority Leader. One of the things I have seen overlapping is Part III, Section 11, 12, 13 and 14 of this Bill, which are also covered in the County Governments (Amendment) Bill, 2017. They need to sit together and harmonise which one should carry those provisions. Mr. Deputy Speaker, Sir, this is a timely and ... view
  • 7 Mar 2018 in Senate: On a point of order, Mr. Speaker, Sir. It is becoming a tradition in this House that Members are raising points of order and with all due respect you are not ruling on them. It is important for the Senate Minority Leader to substantiate or apologise and withdraw. view
  • 7 Mar 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir. I was looking at Sen. Mutula Kilonzo Jnr. who was waiting for me to state whether I support this Bill or not. We have had a very lengthy discussion on this Bill. At some point, I told him that I was not going to support it if it will not resolve the issues of Isiolo County. Nevertheless, let me congratulate him for coming up with this Bill. I know that it has taken a long journey because it would have been dealt with in the last Senate. However, politics played a role in it ... view
  • 6 Mar 2018 in Senate: Mr. Deputy Speaker, Sir, when this statement was raised on the Floor of the House last time, we realized the issues touched two committees. Going by practice, if a matter is crosscutting two Committees, they can come together and give an answer. Secondly, the matter I raised in that statement is a national disaster; one that sorely falls under the Ministry of Interior and Coordination of National Government. If now it is referred to the Ministry of Devolution and Planning, it clearly means it is being thrown away. It is important you give direction. Let the two Committees sit and ... view
  • 6 Mar 2018 in Senate: Mr. Deputy Speaker, Sir, when the Senator for Laikipia says seven days, it means it might go up to the end of Thursday, next week. I would request that the matter be fast-tracked to preferably early next week because the situation is very bad. view
  • 27 Feb 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I beg to move:- THAT, this House adopts Sessional Paper No.2 of 2016, on the National Slum Upgrading and Prevention Policy, laid on the Table of the House on Tuesday, 10th October, 2017. Mr. Deputy Speaker, Sir, it has been a tradition in this country where normally, legislations are put in place before policy. I think policy should come first because it forms the basis of actually coming up with the legislation. What has been happening is that most of the Ministries come up with legislation and then go back to formulate policy. However, ... view
  • 22 Feb 2018 in Senate: Mr. Speaker, Sir, I want to ask a question. view
  • 22 Feb 2018 in Senate: Mr. Speaker, Sir, pursuant to Standing Order No. 46 (2) (b), I rise to seek a Statement from the Chairperson of the Standing Committee on National Security, Defence and Foreign Relations on the severe persistent drought in isiolo County that has led to severe malnutrition in children, children dropping out of school, loss of lives and livestock. In the Statement, the Chairperson should:- (1) State the amount of relief money available from the Emergency Fund to Isiolo County Government for famine and drought mitigation. (2) Explain why despite the early warning on the current situation of drought in the country, ... view
