I was just responding to a question that was asked by Sen. (Prof.) Lonyangapuo in that particular area. Of course, the ASTU has existed in most of these areas. It looks like the discussions we had with them prior to this Bill fell on deaf ears. It is not right for this Senate to be used as a rubber stamp.
