Senator Dullo is the current Deputy Majority Leader of the Senate. She is the first elected woman Senator for Isiolo County. At 22 years she made history by serving as the first female District Officer from the Borana Community.

Shame on those saying that. I have kept quiet on this for a very long time. Isiolo County has a Governor, a Senator and a Woman Representative. All the Members of Parliament (MPs) are from the Jubilee party and we contributed to Azimio. Since I was given the leadership position, there has been abuse and intimidation that ‘this is our seat, and we can take it.’ You can take it for all I care, but the law must be followed. We will fight as Jubilee that our rightful share in this House must be given to us. Mr. Speaker, Sir, ...

should seat or be positioned. This is because Sen. (Prof.) Kamar is a very senior Member of this House. In the last Senate, she was the Deputy Speaker. For her to be nominated, it does not mean she is a lesser Member of this House. There is a reason she did not go for an elective position. Nevertheless, today, it is embarrassing that Sen. (Prof.) Kamar was removed from SBC because she went to State House. It is wrong to have double speak. When the President went to Luo Nyanza, the people who were dancing, celebrating and calling all the ...

Mr. Speaker, Sir, I am winding up. There is no need for a point of order, Sen. Osotsi. Those who are dying for the Senate Minority Whip or Committee Member positions, you can prepare yourself and take those positions. However, I am appealing to you, as an elected Member of this House, who is serving a third term, that I would expect the Speaker to give a ruling that Jubilee Party should be recognised in this House as a political party that has the third largest number of Members in this House. Having said that, we do not regret to ...

Thank you, Mr. Speaker, Sir. I wish to confirm to the House that I am a Member of JLAC. I sat through in part of the debate and discussions in the Committee. We have history with this particular legislation. In 2017, we had a joint Committee which comprised of both sides of the aisle that looked at the amendment to the IEBC legislation. I wish the same thing happened at this particular time. The Committee has looked at the amendments that came from the National Assembly. We tried to look at how we could increase the numbers. We were advised ...

Mr. Speaker, Sir, I have no problem with the slot of the Public Service Commission (PSC) being given to Parliamentary Service Commission (PSC) for the purpose of balancing. However, in our discussion, we agreed on all these. Towards the tail-end, some Members tried to change their minds, which is okay. On the other hand, it is also important for us to balance both sides of the aisle. One of the things this Committee did was to amendment to political parties, which we took care of both sides.

I believe it is important for us to also appreciate the role that the Committee played. Of course, not everybody will agree, but the Committee has done a lot as far as this debate is concerned. Mr. Speaker, Sir, I know it is a very difficult time. Nevertheless, we to need to put our heads together and see how we can take the interests of this country before us, instead of looking at political parties or individual interests. I know that there is an amendment that will come in the afternoon, which we are either going to support or not. ...

For years now, this country has been having problems with election laws. In the Report, we said that the stakeholders to various legislations should be cured at the consensus of the Speakers level. I wish the Speakers of both Houses looked at this Bill before it came to us. If those issues of stakeholders were resolved at that consensus level, we would not be at loggerheads today or trying to suspect each other. Mr. Speaker, Sir, since you sit at the consensus level, in future, when such issues come up at the panel, you need to look at the stakeholders ...

Thank you, Mr. Deputy Speaker, Sir. I think this is a day of praising everybody in this House. I do not know where I am going to start from. I do not know whether I should start with you. Let me take this opportunity to welcome the delegation from Baringo County. Number one, this is my third term in this House and we have never had such a group with a high delegation from the Assembly visit the Senate. My congratulations goes to their Senator, who is the Chairperson of the Committee on National Security and Foreign Relations. Number two, ...
