The health and agriculture functions have been proposed to come back to the national Government. As we try to amend some of the devolution related Acts, we should actually mirror the same in the National Government Constituencies Development Fund (NG-CDF) Act. I also thank the Departmental Committee of Finance and National Planning. My problem is on the management of this Vote. It is wanting because of the challenging times of COVID-19. Some senior citizens registered a long time ago, but they have not yet been considered. They have been waiting for a very long time. They also take too long to adjust their registers.   • 5 Mar 2020 in National Assembly: Thank you, Madam Temporary Deputy Speaker. Let me take this opportunity to also air my views on the Business Laws (Amendment) Bill 2019. At the outset, I support the Bill. This is because it seeks to make the rate of doing business in Kenya easier. Kenya’s ranking in the World Bank’s ease of doing business index has improved from about 130 to 50, globally. This means that we are actually opening the market for more investors, which would translate to improved economy and creation of jobs especially for our jobless youths who are not able to get white-collar jobs.
