This amendment Bill has come at the right time when Kenyans feel very frustrated about jobs. They feel that one has to have a “tall” relative to get a job. Because of that, they have kept applying for jobs, but they do not know who gets the jobs. For example, we have been told about 10,000 teacher interns and 5,000 teachers will be employed. You wonder from which regions these people are employed because people who left college about 10 to 15 years ago have not been employed. Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to support the Committee for its deliberations on the Report. Agriculture is one of the items which highly contributes to our economy. The Government should take it seriously especially the sugar industry. It is really wanting to see that even at this time, we are still importing sugar while we have very good farms, especially in western Kenya, which produce sugar. I support the Committee. Let me start by congratulating my Chair for being elected to this position and go straight to contributing to this Bill. I actually would give credit to whoever came up with this Credit Guarantee Scheme which is the economic stimulus by the Government. It has come at a right time especially when you look at the youth. Thank you, Temporary Deputy Speaker. I support the Refugees Bill of 2019 because it puts some recognition into the management and protection of refugees and brings about some order. There has been a lot of lawlessness whereby refugees would come with their own rules and way of behaviour. The Refugees Bill of 2019 seeks to put in place structures so that we can avoid lawlessness in our country. It is good to know the maximum number of refugees who can be kept in a camp. Some camps have very many people. Instead of giving them refuge, you find that the camp becomes like a prison. So, it is good to have structures in place. I support the Bill.
