  • 28 Nov 2018 in National Assembly: State corporations have Acts and their operation should be based on these Acts and regulations. They should stick to the Acts, regulations, their strategic plans and procurement plans. They should also carry out performance contracting and with all these, we expect State corporations to be run well. However, most of them are not run well and according to the Report, some have not appropriated their funds the right way. With checks and balances from the performance contracting and adhering to their strategic and procurement plans, we expect them to run well. We have some State corporations whose boards are not ... view
  • 28 Nov 2018 in National Assembly: State corporations’ land, I want to recommend that the NLC should give title deeds to public institutions. This should also include those which are not State corporations’. For example, we have noted some schools are built on public land and lack title deeds. Hospitals also lack title deeds. Therefore, I recommend that the NLC should move with speed and issue title deeds so that these institutions can have proper documentation. Due diligence should be done. I know some State corporations which lost funds in some banks. Some had even invested their pension funds in some banks which went under. Therefore, ... view
  • 14 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this Bill by the Hon. Member. Retirement is very important for Kenyans. It is very important when we see our people contributing towards retirement because most Kenyans have a tendency of not saving. So, when a pension scheme is set aside for people to save for retirement, it is very commendable and good. During the retirement age, people do not receive their salaries. This is also during the age when people get ailments and they are weak. They cannot even work as they used to when they were in active ... view
  • 14 Nov 2018 in National Assembly: As we discuss this Bill, we should also think of the fate of those who retired early like the teachers who retired from 1997 but have not been paid their retirement benefits. We should also think of those who have retired, like chiefs and civil servants. People retire and payment is delayed. This puts them in a very pathetic situation because one was used to getting a salary and then when they retire, it becomes very difficult to stay without payment. There was Hon. Musila’s Bill which was passed in this Parliament. It said that people should be getting their ... view
  • 14 Nov 2018 in National Assembly: The local government employees had contributed towards their savings. It is my hope that this Bill will take care of those savings which were made by the local government employees. It was turning to billions of shillings. The Bill should take care of them so that they do not lose their benefits through creation of this new pension scheme. view
  • 14 Nov 2018 in National Assembly: I stand to support the Bill and I wish all Kenyans can save for their retirement. Even if they are not in employment, they can save in Mbao Pension Scheme. They can also save individually through different individual schemes, so that when they retire, they will benefit from their sweat. I encourage all Kenyans to look for a way of saving for their retirement to enable them have a good future. view

  • 23 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me time to contribute to this important Bill. I note that the warehouse receipt system will enable farmers to deposit goods, usually grains or coffee, in exchange for warehouse receipts. A warehouse receipt is a document issued by warehouse operators as evidence that specific commodities of stated quantity and quality have been deposited with them. This kind of system has some advantages and one of them is storage. Some farmers may not have proper storage facilities. Another advantage is improved prices. The goods are stored as the warehouse keepers look for improved ... view
  • 23 Oct 2018 in National Assembly: Oh! Sorry. I mean the pigeon peas. view
  • 23 Oct 2018 in National Assembly: That is a very common name. Anyway, it is nzuu in brackets. They are known as pigeon peas. The peas are being sold for only Kshs15 a kilogramme, which is very discouraging. If we had such an arrangement like the warehouse receipt system, farmers would have stored their grains as they wait for the prices to improve. They may be discouraged from even planting in future because of the poor prices yet the cost of farming is quite high compared to what they are getting in exchange. We also have a problem with mangoes which ripen at the same time. ... view
