The other area that I wish to note the Committee considered is the drug menace. The drug menace particularly in the Coastal Region has been very high. Sometime back, His Excellency the President directed the Miritini National Youth Service Centre to be opened and rehabilitated so that the youth that are affected by the drug menace can actually be rehabilitated and brought to normal life. The Committee recommended that Kshs50 million be provided to have this centre operational. The Departmental Committee on Administration and National Security was concerned about the Kenya School of Government project in Mombasa where there is an ultramodern 139- bed capacity facility that was completed over two years ago, but not equipped. This facility for the Kenya School of Government is one of the best and could be the best in Africa. As Members will recall, the Kenya School of Government was the former Kenya Institute of Administration and this was the heartbeat of the public service. I appreciate the response given by the Chair of the Departmental Committee on Administration and National Security regarding the action taken to arrest the officer and charge him in court for murder. However, I am not satisfied with two aspects. Again, the Report is not factual on the question of firing. It says that one of the officers fired in the air using his official Ceska pistol. Koinange, has indicated that the issue of cattle rustling is not only cultural, but it has taken commercial, political and developmental angles.
