Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to support this Bill. I belong to this Committee. The focus in this Bill as the Chairman indicated in his opening remarks is to enhance the sentences or penalties for offences. Our biggest problem in fighting drug trafficking in Kenya has been on the side of enforcement and the part of dealing with the traffickers. This Bill is addressing those critical areas. I want to state that the Bill will help enhance enforcement especially in affected areas where drugs pass. My constituency, Teso North, borders Malaba. There is a lot of drug trafficking across as well as other substances. For example, cannabis or marijuana is allowed in Uganda. It is not illegal to grow it. It is also not illegal to consume and a number of people around the border fall victim. There is the issue of the owner, the landlord or an occupier of a house being accountable which comes in Clause 5(a). The owners of houses will be held to account to ensure they keep a register and they exercise due diligence for the tenants they have. Some tenants who convert houses into laboratories to manufacture some of these drugs will be dealt with within this particular clause. It is more reflective of the incident that took place on the ground than what was reported in the police station in the OB.
