In the Act, there was a provision of extending beyond 60 years where, among other conditions, a public officer possesses rare knowledge, skills and competencies. This provision had been abused. We looked at a number of organisations in the Public Service where extensions were given indefinitely, for example the Kenya Police Air Wing.
