Recently, we heard an executive order from the President where County Commissioners were given powers and we know very well that security is not a devolved matter; it is for the National Government. We also know that area is bordering with Somalia and two years ago, some officers who were issuing Identification Cards (IDs) were abducted by Al Shabaab . Knowing that kind of history, why did it take the Government so long to take that matter seriously and post officers? Speaker, I would like to ask for direction because I know the rules say that if you are in a certain committee, you cannot ask questions, but the committee itself does not have an answer until they consult the relevant Ministries. I would like you to give direction because there are some questions that we would like to ask some Ministries pertaining to particular constituencies; it becomes very difficult to raise certain issues. It is another way of gagging ourselves when we are representatives of the people. view

The other day, we said we must look for a mechanism where the Cabinet Secretary directly engages with us. Is it really in order for the Chairman of the Committee to always come with scanty information? Speaker, I stand on a point of order under Standing Order No.235 Section 6, which reads:- The House shall, on a Motion, that “this House adopts the Report of the Budget and Appropriations Committee on a the Budget Estimates for the National Government, the Judiciary and Parliament tabled in the House on….” Consider the Report and adopt it with or without amendments.
