  • 28 Apr 2011 in National Assembly: The Budget Policy Statement, whose recommendations and report we are today discussing, is part of the budget-making process. It is also a part of a policy tool which ensures that the citizens of this country feel properly represented, and that the Members of Parliament they have elected to come here and oversee the taxes they contribute to the Exchequer ensure that those taxes are well appropriated and utilised. Indeed, Parliament has the power of the purse. Parliament is the one which is tasked with the responsibility of ensuring that the resources of the nation are equitably appropriated and distributed to ... view
  • 28 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we all know that many countries have ensured that their constitutions are democratised to ensure that before expenditures are approved, parliament is incorporated. We are discussing this policy statement at a time when Kenyans have been adversely affected by the prevailing high prices of fuel and essential commodities. I wish to say that even though the Government has belatedly, through this House, made proposals which are going to ease the suffering of the common man, that initiative has come a little late given that we have already experienced shortfalls which have resulted in a decline ... view
  • 27 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, I beg to move the following Motion:- THAT, noting that according to the Kenya Integrated Household Budget Survey (KHBS) of 2005/2006, it was estimated that 17.5 million people, or 46 per cent of the Kenyan population, live in absolute poverty and live on less than one dollar a day; aware that the Government has been unable to provide them with free medical facilities to ease their burden; view
  • 27 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, thank you for that intervention and emphasis. It is, indeed, true but even as I continue to make my contribution, I am driven by my conscience knowing that history will note that I did my contribution to this very important subject – one that touches on the majority of Kenyans who are unable and who are easily consigned to levels of feeling under-privileged in a country where they continue to see those that they elected continue to conduct their business in a manner that suits them. Madam Temporary Deputy Speaker, I was concluding and, as I ... view
  • 27 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, whereas I agree with what the Minister has said, what I have referred to is what is specific to the Motion. That should be the case. The Motion is specific in terms of what I am urging the Government to do. Otherwise, I agree that the rest of the contribution is as per the Standing Orders and procedures. So, I am urging the Government to consider the development of morgue facilities in each district and sub-district hospital, in addition to ensuring that a requisite budgetary allocation is put in place. That budget will ensure that in ... view
  • 14 Apr 2011 in National Assembly: Mr. Speaker, Sir, I wish to note that this country is going through a crisis in terms of creation of jobs for the young people. I would like to know whether the Ministry has any policy towards ensuring that farmers of macadamia nuts, cashew nuts, ground nuts, and other nuts are facilitated and supported by the Ministry of Agriculture to ensure that we have processing plants that add value so that the Government earns revenue as well as creating employment for our young people. view
  • 7 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Can the Assistant Minister give the names of those companies --- The Temporary Deputy Speaker (Mr. Imanyara): Order! You do not stand on a point of order and proceed as if you have caught the Chair’s attention! Yes, Mr. Chepkitony! view
  • 6 Apr 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to seek some clarifications. The Minister has admitted that there are criminal gangs in the country. He has said that as the Minister of State for Provincial Administration and Internal Security, he is aware about them. However, he has not said what he has done about those gangs. Secondly, the Minister has also admitted that there is a police inquest file which has been opened at Ruiru. We all know that when inquest files for such cases are opened, invariably, they end up without anything having been done. They ... view
  • 5 Apr 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Finance:- (a) whether he could update the House on the achievements and/or implementation status of the Economic Stimulus Programme considering that Kshs.22 billion was spent in the 2009/2010 Fiscal Year; and, (b) what plans are there to ensure the sustainability and continuity of the programme. view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has just laid part of the answer on the Table. That means that I have little insight as to what is contained in that document. In part “a” of my Question, I wanted the House and the public to know the status of implementation. This money was set aside in the 2009/2010 Financial Year. I really wanted us to know where we are two years down the line particularly on the projects which were being overseen by the Ministry of Public Works. So, how can I be able to inquire if part ... view
