5 Apr 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, with all due regard to the Minister, my Question sought to ask how Kshs22 billion was spent and the status of implementation of the various projects under the various sectors. What the Minister has laid on the Table is only on the component of buying computers that was to cost Kshs980 million. So, the rest of the other components being implemented by various Ministries and departments are not explained in terms of the status of implementation. Therefore, the Minister has not given an answer at all. This is because computers is only one component, yet ...

asked the Minister of State for Provincial Administration and Internal Security:- (a) If the Minister is aware that Kenyans aged 18-35 years are unfairly denied chances of being recruited as chiefs or assistant chiefs purely on the basis of their ages despite the minimum legal employment age in the country being 18 years; and (b) What measures the Ministry is taking to correct the illegality.

1 Mar 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I appreciate that the Assistant Minister has made a good attempt. However, the Constitution ensures that every Kenyan who is an adult has every right to whatever jobs that are advertised as provided in the Bill of Rights. The scheme of service that the Assistant Minister has referred to appears to me to be wrongly premised, discriminatory and punitive to young Kenyans who this country is endevouring to offer job opportunities. Could the Assistant Minister assure this House that in the revision they are doing, this age bracket will be brought down so that young people ...

1 Mar 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I want to appeal to the Assistant Minister to note that the age limit of 35 years that is currently in use is that of persons who are adults, married and with huge responsibilities. The salary attached to the position of assistant chief is such that persons with such responsibilities in many parts of the country cannot be attracted to this position. So, I want to get guarantee from the Assistant Minister, if this Government really cares about job creation, that the age limit for the job of assistant chief, if not that for chief, is ...

1 Mar 2011 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. You have heard the Assistant Minister say that he is sorry. To me, that is an insult. He has said that some communities cannot allow people aged 18 years to become assistant chiefs. Could they review the scheme of service to allow other communities who are willing to recruit assistant chiefs aged 18 years to do so?

10 Feb 2011 in National Assembly:
Mr. Speaker, Sir, I want to thank the Assistant Minister for, at least, conceding that public land was passed on to private individuals. I also want to thank him for appearing to have taken some precaution to ensure that the same is reverted back to the public. In his answer, he has said that some individuals who still possess that land â which is not theirs - are transferring it to innocent third parties. Could he confirm to me how long he will take to ensure that the transfer is cancelled once and for all? That is because the culprits ...

10 Feb 2011 in National Assembly:
Mr. Speaker, Sir, the Assistant Minister was able to identify the persons who have possessed that land. Before then, I could not stand and say that the land is possessed by councilors. But now, the names are those of the councilors.
