  • 21 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to begin by appreciating and thanking you for your very wise decision and ruling this afternoon that was very informed. You know last year when we had this kind of mess, the Chair still provided direction to hon. Members and the House as a whole. So I want to thank you for the guidance that you have given to this House. I have listened very keenly to the contributions of hon. He seeks or wants the Minister for Finance to move the Vote on Account tomorrow, so that we can access resources to deliver Government services, but Article 221 (6) of the Constitution reads as follows:- “When the estimates of the national Government expenditure, and the estimates of expenditure for the Judiciary and Parliament have been ... view

  • 7 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, may the Minister be guided by the new Geographical Positioning Revenue System (GPRS) which is an enhanced device that will guide in the collection of taxes so that by the end of this financial year, we do not have a situation of revision of estimates downwards. We hope he will be able to use that device including the revised Value Added Tax (VAT) so that we are able to fund as a country the targeted expenditure to the full. If we achieve this, Mr. Minister, I want to assure you, you will have achieved a task ... view
