Those are emergencies. The Ministry of Roads takes the second highest allocation from the Treasury. Could the Assistant Minister re-prioritize or rationalize from the projects that have received huge sums with a view to ensuring that, that minimal sum of only Kshs10 billion, which caters for damaged roads across the country, is actually allocated with a view to sorting out the mess that has been caused by the rains?

Mr. Speaker, Sir, the Statement is very brief because yesterday you gave a very elaborate Communication from the Chair on the same matter. The purpose of this Statement is to further appeal to Members of Parliament from the various parts of this country to mobilise their constituents and also participate in this constitutional requirement of holding public Budget hearings in the various counties that have been selected.

Mr. Speaker, Sir, Article 221 of our Constitution requires that Parliament, through the Budget Committee, gives the public a chance to participate in the Budget making process. Therefore, as Parliament, we have proposed to visit 17 counties for this purpose between Friday, 11th May, 2012 and Monday, 14th May, 2012. The schedule of our visits is as follows:-

On a point of order, Madam Temporary Deputy Speaker. I stand to state the following: That CRA is following a procedure that is clearly thought out in the Constitution. It is true that their initial proposals are well within the public domain but that does not mean that they have not submitted their initial recommendations to Parliament through the Budget Committee. The Budget Committee has initiated a process of engaging the stakeholders, including the general public. Mr. Temporary Deputy Speaker, Sir, I thank you for this time. It looks late in the day, but nonetheless, we must proceed to prosecute that which we have to do. The Budget Policy Statement Report was laid here earlier on and we began discussion of the same. I believe that hon. Members have been scrutinizing that report. Members through their various sectors will still be required to be filled in by the time the various Ministries finalise their estimates.

We are further set to debate the estimates that have been tabled through engagement with the public sometimes from Friday 11th going to Monday the 14th. We had made various recommendations some of which included the need for the Executive to ensure that the country is prepared for devolution as we go into 2013.
