19 Apr 2012 in National Assembly:
Thank you, Mr. Speaker, Sir, for giving me this chance to make my comments on the Supplementary Estimates this afternoon. From the outset I would like to state that, as Members of Parliament with the mandate of ensuring that the Executive is kept on its toes in so far as disbursement, appropriations and allocations of public resources are concerned, I wish to note that we do not make our comments and counter arguments only because we have to make those comments but we do so because we have a duty to Kenyans. I believe when that duty is expedited even ...

18 Apr 2012 in National Assembly:
Thank you, Mr. Speaker, Sir. I want to thank you for your indulgence. I also want to thank the Minister for complying. Indeed, from the outset, it is good for us as a House and as the Budget Committee to say that we only push to ensure that the Executive complies with the laws and, of course, the Constitution. We would not like the Executive, through the Minister for Finance, not to comply with the notice the Speaker in his ruling last year made. This is meant to ensure that the Minister for Finance makes it possible and gives sufficient ...

18 Apr 2012 in National Assembly:
This is because it is not your wish that Parliament did not participate. It is neither our wish. So, we all need to move together. We represent Kenyans, the public and everybody. Therefore, through the Chair, we wish you well. We do not want to appear to be in confrontation. All we want is for the Constitution, the laws and the Standing Orders to be followed. Mr. Speaker, Sir, if we take each other in that stride, please, allow the chairmen to have meetings over the weekend and by Monday, Tuesday or Wednesday we shall be able to submit the ...

17 Apr 2012 in National Assembly:
Mr. Speaker, Sir, I would like to indulge you as you make your ruling tomorrow to take due cognisance of the fact that as the Assistant Minister for Finance tables the Supplementary Estimates, they are supposed to have been informed, and to a great extent based on what should have accrued if Parliament had passed the Finance Bill. So, I would like you to ensure that the Treasury clarifies to the House that as it seeks to make these Supplementary provisions, the Finance Bill may not be the one that has not been passed by this Parliament. However, to the ...

7 Dec 2011 in National Assembly:
Mr. Deputy Speaker, Sir, can the Minister explain who is managing the tea sector now that the Kenya Tea Board is in limbo? Who is in charge of the processing and regulation, on behalf of the small-scale farmer, now that the Board is not in existence? We do not have to have the Government micro-manage this sector.

1 Dec 2011 in National Assembly:
asked the Minister for Trade:- (a) whether he could state the implementation status of the mid- term plan projects under the auspices of Vision 2030 that are spearheaded by the Ministry; (b) when the construction of Maragua Wholesale Market will commence considering that the wholesale and retail sector has been identified as a critical component for growth and job creation under the Vision 2030; and, (c) what other measures the Government is taking to ensure that the objectives and programme of Vision 2030 are achieved.

1 Dec 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I thank the Minister for that answer and confirm to him that, indeed, my inquiry was in respect of the mid-term projects covering the period between 2008 and 2012. My desire was for the Minister to inform the country the progress that is being made in pursuit of the agenda of Vision 2030, which has been broken into five year terms. So, I thank the Minister for the answer and, specifically, for stating that Maragua Wholesale Market project is on course; what was outstanding was the acquisition of land. I appreciate that the Minister now ...

30 Nov 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, probably, it will be good for the Minister to inform the House which year this provision in the Budget is, in view of the fact that we have had Government Ministries and departments providing budgetary allocations for programmes and projects they want to undertake. They keep on telling Kenyans that these are the programmes and projects to be done, and it is only because they have been promised or told by some foreign donors that money will become available. That money never becomes available as and when the public expects to reap the benefits of ...
