asked the Minister for Water and Irrigation:- (a) why Kapsabet Water Project, which is funded by the Japanese Government, is not covering the surrounding areas such as Singorwa, Kapkrio, Mosobecho, Meswo, Chebarbar and Kamurguiywa. (b) what plans the Ministry has to ensure the areas benefit from the project; and, (c) who changed the original survey, which covered all these areas, and how the resulting balance of funds will be used.

Mr. Temporary Deputy Speaker, Sir, first of all, I want to thank the Minister for the answer that she has given. But, unfortunately, the tank is built in the Singorwa area. It is very embarrassing when a tank is built in an area and the residents of that area do not receive water. Secondly, there is no T-joint to show that there will be a connection line in future to serve that area. The project is almost 90 per cent complete. Mr. Temporary Deputy Speaker, Sir, the Minister answered the Question by saying that there is not enough water. Chebarbar River is big and, in fact, the tank in Singorwa takes more than one million litres. I fail to understand why this tank which takes more than one million litres does not provide enough water to serve the surrounding area. First of all, I appreciate this project, but if we can agree with the Minister, this water is enough to serve the surrounding area and also the Kamurguiywa area where there is a hospital, shopping centre and school. Thank you, Madam Temporary Deputy Speaker, for giving me a chance to contribute to this very important Motion. What is happening reminds me of what happened in history. In the American history, in the 1930s, there was an economic depression and the then President, Franklin Delano Roosevelt did something to solve the problem and that is what is required in Kenya at the moment.

The poverty rate is increasing and the country is not prepared to face the challenges that are brought about by the rising population. The unemployment rate is also increasing. Right now, we are working towards the Vision 2030, but it will be difficult for us to achieve this because of the problems that we are facing.
