One of the reasons I am supporting is because of what my colleagues have said – that, there is regional balance in the nomination. As this new commission is coming in, the police force is faced with a lot of challenges. I want to thank the Committee led by Hon. Koinange. They have done a very good job in vetting these nominees. We all congratulate them. However, I urge the Committee to also look at its oversight role that the money we allocate to the security agents of this country also goes to improve the welfare of the police. A lot of us appreciate that without good security, the economy of this country will not be where it is today. We are not saying it is in a good place but it can improve. For it to improve, our police officers should be motivated. We allocate as a House a lot of money; billions of shillings to the police service and we want to see our officers’ welfare taken care of.

In the interest of other Members who want to contribute to this Motion, I support and say that I know Mr. John ole Moyaki very well. He is from my county, not from my constituency. As Hon. Metito had earlier said, he is one of the people who were tasked with the responsibility of coming up with the procedures and systems of the Public Service Commission of Kajiado County. He did a good job. I have faith not just him in but in all the other nominees who are being appointed that they will contribute something new to this country.

My point of order is actually a request. Looking at the interest that the debate is generating and how many we are, considering that we just have about half an hour to go, it means that if we continue debating using the same timeframe, most of us will have sat here for so long without having contributed to this very important Motion. My request is that we reduce time for debate so that those of us who have taken time to be here can have a chance to debate. That is my request.

The issue of NG-CDF has been spoken by Hon. Members. Before I indulge in my contribution, I thank the Committee for coming up with this Report. They have done a thorough job. It is about time this House spoke about the billions of shillings that we allocate as a House to ministries. I think this House has a mandate from the people to represent them. Every year we make a budget as a country. We have moved from billions to trillions. If you ask to be shown how the money has been accounted for, you will not be shown anything. ...
