What is shocking is the fact that the Ministry is talking of discouraging and yet it is the one that is in charge of waters. The Ministry is very much aware that the waters belong to TARDA and we have not seen any signboard anywhere. We have not seen any patrol anywhere; we have not seen anybody--- view
