Madam Temporary Deputy Speaker, it is not that we have been able to exhaust all the issues that are required to be addressed, but I also believe that it is very important for us to ensure that those grey areas are revisited and we should know exactly what the findings of the Ministry are; at least they can draft a better Bill, so that when we come to discuss it, it will give us exactly what we will require at the county level

Mr. Temporary Deputy Speaker, Sir, while I thank the Assistant Minister for coming up with the answer today, although belatedly, this Question was listed and it appeared as if the Ministry, first of all, decided not to respond early enough. What is shocking is the fact that the Ministry is talking of discouraging and yet it is the one that is in charge of waters. The Ministry is very much aware that the waters belong to TARDA and we have not seen any signboard anywhere. We have not seen any patrol anywhere; we have not seen anybody---

Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister specifically tell us who is responsible for those waters because we need to know who is supposed to patrol the waters so that we do not have such students using boats that are not licensed?
