  • 5 Oct 2021 in National Assembly: Thank you, Hon. Speaker. I thank Hon. Gladys Wanga for seeking extension of time to comprehensively deal with this matter comprehensively. It is appropriate. When this matter came to the House, I asked that the Committee deeply looks at the applicable formula. The Committee is now looking at the demurrage being charged, which is just part of the formula. I also want to seek that the Committee looks at the losses being incurred by oil marketers. The issue of loses is two way. There are losses that are realised at the jetty in Mombasa and losses realised at the pipeline ... view
  • 5 Oct 2021 in National Assembly: Thank you, Hon. Speaker. Hon. Duale, does not dispute there was public participation. He said it was there, but what was submitted to the Committee was not properly utilised. Therefore, this means you have to define in your ruling what constitutes public participation. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 5 Oct 2021 in National Assembly: Hon. Speaker, you have also ruled that a matter of constitutionality can be raised at any time during debate, or whenever a Member wants. Now that Hon. Duale has raised an issue of constitutionality, you will make a ruling based on how well you have understood it. I know he is inviting you to make a ruling which you have already made before, that, a committee report need not stop debate of a particular Bill. Therefore, you will have to make a decision at what stage… view

  • 29 Sep 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I have a lot of respect for Hon. Sankok. When he is making a statement of economic concern, it should be a real statement. He should understand that labour is a function of capital. You cannot dismiss the two. He is dismissing capital in the favour of labour and yet he is speaking to the nation. Let us not portray the House in the sense that we do not understand economic functions. The electronic version of the Official Hansard Report is for information purposesonly. • 29 Sep 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the outset, allow me to appreciate and thank the Nominated Member, Hon. Keter Gideon, because this Bill is timely. It has come at a time when the issues he is addressing would have been best addressed in the BBI. Now that BBI is not there, I think he has taken a good shot. We are moving on well as we await the decisions of the Supreme Court. Hon. Keter is addressing issues of the youth and all of us must rise to the occasion and support the youth of this country. With the ... view
  • 29 Sep 2021 in National Assembly: Social wellbeing is part of human beings. To get a girlfriend is not illegal, but something very normal. Even for a girlfriend to travel and visit a boyfriend is very normal. If she does not have fare, she has to fuliza to board a motorbike just to have a word with her boyfriend. view
  • 29 Sep 2021 in National Assembly: Therefore, it is a good thing and we must entertain the social wellbeing of our youth. What Hon. Keter is addressing is very pertinent and a real-life situation. We must support the youth. Let the candidates be examined and for the qualified ones, they can reference their documents. Why should we gag and bar somebody with knowledge from the university from sitting an interview? What Hon. Keter is addressing is good and we should support our youth. Whenever there are employment opportunities, let as many people as possible apply so that once shortlisted, they can be interviewed and get a ... view
