As Members are going through the Appropriation Bill for the First Supplementary Budget, it is important to note very salient issues that are in this proposal. that the Departmental Committee on Finance and National Planning should look at as we go through the Supplementary Estimates. Hon. Speaker, in the Supplementary Estimates, Members need to note the issue of pending bills. A solution needs to be found to eliminate pending bills. This can only be done through the Public Finance Management (PFM) Act (2012). It is important that, as Members discuss the Estimates, they need to know that pending bills are on the increase. Thank you, Hon. Deputy Speaker. I want to inform Hon. Lentoimaga that sometimes it becomes difficult when a Member asks a question under a Statement. If you ask a Question, it calls for a CS or Ministry representative to appear before the Committee, so that he or she is interrogated further. However, if you ask for a Statement, you give a leeway that the Committee Chair files it through the House to the Member. Therefore, it is important for that clarity to come out, so that it gives way on what is supposed to be done.
