The only thing we would want to say is that this figure is too high. How I wish there was room for renegotiation so that it is brought downwards. It should not strain other sectors. Resources that would otherwise be available for roads and those that would have otherwise gone to Level 5 hospitals have all been included in the allocation to county governments. The Bill prescribes the various penalties related to the offences in possession and trafficking narcotics and psychotropic substances. The large interpretation of this is that now the police will not go for the small fish. It is obvious that when you walk into my farm, you are going to see marijuana or cannabis sativa planted on the farm.
