Thank you, Hon. Temporary Deputy Chairman. I would like to oppose the amendment by professor. She is referring to these temporary institutions, but the Bill seeks to provide for interim purposes and which has to be in the law as at now. However, he is implying that this should be part of the main Bill. It is not supposed to be that way. Therefore, I oppose that amendment.

My neighbour has taken the microphone. Hon. Temporary Deputy Chairman, I support the Committee because I have looked at the special services. I disagree on essential services. Even as small a driver, taking one person from one area to another, if he does not do it, it is essential. Therefore, it is not good enough to say essential services.

There is a very big difference between a driving licence and what we are discussing today. I would not want it to go on record that he has said the truth. I will give my position. This lady comes from our county. I know her personally. I know she is a very good lawyer. She is the representative of legal services in Central Organization of Trade Unions (COTU). The COTU Kenya Chapter is one of the most respected trade unions in the world. That is why Francis Atwoli sits on the ILO. He commands much in terms of labour relations in the whole world. I fault the Committee on one perspective. This is where they say that they want to assess the capacity and diplomacy capability of a nominee. I would not want to look at the Committee like it had instruments of measuring the capacity and capability of diplomacy per se, but I give them the benefit of having given us the nominee up to this level.
