  • 30 Aug 2018 in National Assembly: Without much ado, in terms of assessment of the nominee, I second the amendment by Hon. Keter and urge my colleagues to support it. Thank you, Hon. Speaker. view
  • 9 Aug 2018 in National Assembly: Thank you, Hon. Speaker. I rise to second the Report as tabled and put forward by the Mover. First and foremost, allow me to begin with the genesis of the whole issue. As the Mover said, it is all about the drought that was there in 2016 to 2017 that made the President to give an Executive Order requiring that the Government brings down the prices of sugar, milk and maize in the country. Notwithstanding that, allow me to help the Members to understand the whole document as it is. In the document, we have itemised the list of the ... view
  • 9 Aug 2018 in National Assembly: quality. We witnessed that the sugar we got was not per se good enough in terms of quality. That in itself, without looking at it beyond any other condition, is as good as dumping. In it, we shall have to look at it in the recommendations. We would like to look at the impact of the import in terms of the pressure to the local farmers. What does it mean when we see an importer bringing in raw sugar? What does it look like when we are talking of a miller bringing in raw sugar instead of buying cane from ... view
  • 19 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am the Vice-Chair. My Chair has given me the opportunity to proceed. I want to say that these cartels have engaged in very severe onslaught on the people. The Leader of the Majority Party mentioned me and stated that I have a photo which I took in Pan Paper. Let us call a spade a spade. Pan Paper Mills was sold purely to mill paper, not to store sugar. To convert paper into sugar requires a process. I want to give you statistics. The person who imported this sugar knows very well that ... view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I will take a minute as you instructed. As much as we are giving more money for power generation, I would equally expect that the Ministry translates this money to produce more power to reduce the cost. Let us not give more money to them and yet we are not getting reciprocation in terms of cost reduction. Let the cost come down and let Kenyans enjoy as a result of what we have given them. Thank you. view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Whereas I appreciate the Chairman of the BAC on the reduction of what he has said, I want him to explain to us: as he is reducing from around Kshs52 billion to around Kshs50 billion, where is he reallocating the difference? view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I want to urge my colleagues to approve this allocation. However, I have a rider which I want to seek through the Leader of the Majority Party. We passed the Irrigation Bill which is very good thing. I want to ask him to push the Executive to make sure that these funds are implemented through the new Bill and not as per the old one. view

  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I want to support the Vote in favour of National Gender and Equality Commission. However, there is a suggestion which I want to air. Very little has been achieved with respect to gender development. I want to emphasise that we need to see improved contribution in policy and regulations, so that we have gender in terms of both women and men. There are men who are molested but we do not see any reaction. Instead, we look at gender as being women only. Let us also look at the boy- child, so that the ... view
