  • 20 Jul 2016 in National Assembly: they say that they must sing the song of the governor or else he will deregister them from the assembly. That is not true but because they do not know their privileges or powers, they have fallen for that prank. That is part of intimidation. The other aspect is where the governors use coercion or outright “buying” of MCAs. The governors do whatever they want and whatever they feel they should do. They are the final word in the counties. That is absolutely wrong. view
  • 20 Jul 2016 in National Assembly: As I conclude, let me laud the Senate for coming up with this Bill. I would like to make an appeal to all Kenyans. Let us make sure that during the next elections we elect MCAs who have the capacity to perform their duties effectively, in terms of education. We should elect people who have the capacity in the various fields, so that they can legislate on matters that affect the people. They should be people who can stand up to the governors and ensure that our people enjoy the fruits of devolution. With those few remarks, I support this ... view
  • 26 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. This amendment (h) is very similar to Clause 32 which we have considered and rejected. I oppose it for the same reasons. view
  • 19 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Mine is very brief. I support the amendment. view

  • 13 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me start by giving a quotation that is popular where I was born and brought up. We have a saying that what crawls on you will eventually bite you. By that, I mean that this issue of reining in banks and trying to see what we can do about interest rates is not new to us. It has been with us since the days of Joe Donde, my friend, Hon. Jakoyo Midiwo, and now Hon. Jude Njomo. As you can see, coincidentally, all the names of these past and present Members of Parliament ... view
  • 13 Apr 2016 in National Assembly: We want to safeguard the welfare of Kenyans. We want to see how Kenyans’ money can be protected. In my view, the buck stops with the CBK. The CBK has let Kenyans down because it is supposed to supervise all these banks. The CBK is supposed to know the bank that is going towards red. For example, I am a doctor and if a patient comes to me, I should be able to assist him to know that the disease is either deteriorating or getting better. If the CBK cannot do that, then it has let us down. The present ... view
  • 13 Apr 2016 in National Assembly: I would like to say two other things before I sit down. One, there are people who say that banks are in business. It is true they are in business, but they are doing business with our money. They are doing business with the common man’s money. I do not know any business in the world which is given a blank cheque and told to charge the way it wants. There must be some form of control. What the Member has proposed in this Bill is that we must control these banks The electronic version of the Official Hansard Report ... view
  • 13 Apr 2016 in National Assembly: and tell them the extent they can go. I wish we could also control banks in terms of how much they pay us when we put our money there. We should control how much they pay the common man and anybody who saves money in banks. It is abnormal. The interest spread is just too much. When you put money in a bank, you are paid peanuts, but when you borrow money from the same bank, the interest rate is not just abnormal, but obscene. We must have some kind of regulation and control to rein in these banks. Many ... view
