We do not have plastics in Rwanda even at the border of Rwanda. If you have plastics, you leave it wherever you have come from. It does not enter their country. Before I make my contribution, because we are now talking about sports, it is good to announce to the House that our girls’ team, the Harambee Starlets, has qualified to go and play in the women football. I support this Bill. I will talk on two areas only. One, penalties should go towards the various actors that surround this whole concept of doping. First, where we are talking about a Level 3 hospital which, in common language is a health centre, the amendment is okay but the Bill says the person in charge is a clinical officer. We are saying “or a medical officer with two years’ experience”. The clinical officer has not been given any experience. I do not know why. I would like to urge the Chairperson of the Departmental Committee on Health to relook at this amendment in terms of re-commital. You cannot give two ... view
  • 29 Mar 2016 in National Assembly: The Bill talks of a health centre and right at the bottom it says that the one in charge is a clinical officer. I would like us to relook at that. The second area that I would like to comment about is the whole concept of Level 6 hospitals. This has been a huge controversial subject, but I like it because every county should have a Level 6 hospital.   • 29 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, I want to support Hon. Oner for two reasons. One, the Constitution is very clear like everybody has alluded to. Two, most of the emergencies we deal with are not expensive that we must have a law in place. Just like the Act has said there are times you only need to stabilise a person and refer him to the next hospital. It is not an expensive procedure.
