  • 13 Oct 2015 in National Assembly: Finally, I am excited and very happy that we are now going to talk to people in their languages. People will come before the courts and present their issues in a language they understand best. This has been permitted by this Bill. The great icon Nelson Mandela said that when you talk to somebody in his or her mother tongue, you are talking to his or her heart. So, this is the direction we need to take. I get excited because of that. view

We have reached a stage where, as a country, we need to have a national conference to distinguish the roles of each level of government.   • 30 Sep 2015 in National Assembly: The way I understand devolution is this: It was not meant to rely on the money appropriated from the national Government. The county government should generate its own revenue. It should look at its natural resources and see how best to exploit them, so as to generate jobs and fight poverty at that level. All of us have certain things that are special in our areas. I would say that in the North Rift area, athletics would do extremely well. We need to go in that direction. view

We need to start tapping those talents at a very early age. For those who love football, they know that Lionel Messi, the great footballer of the world at the moment, was tapped when he was 7 years old. He was put in the Barcelona Sports Academy. We are flogging a dead horse. There is a person who devolved those functions one morning. It was done in State House. We all know. So, if we go back on a history that is already dead and buried, we will not be going anywhere. Let us accept reality as it is. All health functions have been devolved. Which other function is yet to be devolved? You have not given us any example. You say you gave the example of health. Health is all gone, agriculture is gone, water is gone. Which one is left? view
