Those units should obviously have ICU and blood transfusion units, but a lot more things like theatre, good wards especially for children and maternity units. One of the areas I would like to propose that we need to look at in the Third Reading is the two students from the universities who will sit in the Board.   • 10 Jun 2015 in National Assembly: The second area we need to look at for amendments is expanding the quota that goes to the Higher Education Loans Board. This money needs to come directly from the Exchequer so that we are sure that we will have it and the beneficiaries will include not just university students but even students going to colleges and also students who are doing their Masters and PhDs. As you realize some student finish university and even before they secure employment, they get a chance to go and do their Masters. These students need to be helped. view

As much as this does not directly touch on the Bill, it is important as everybody has pointed out, that we have by far too many bursaries in this country. Time has come for the Departmental Committee on Education, Research and Technology to look into this and see whether there is a way we can pool all these bursaries into one basket and make it possible for all our students in secondary schools to acquire free secondary education. This is because previously, they were not given any money and yet this exercise is ongoing in most places where we come from. When they say pesa mashinani, that mashinani is a village. Mashinani is not Kakamega Town, Nakuru Town or Thika Town. “ Mashinani” is “village”. That is not what devolution was meant to be. Devolution was meant to take this money right down to the ground and not for the governor to enjoy the trappings of those things, and for this money to be concentrated at the county headquarters.
